HOUSE BILL NO. 210 by Representative Lynn, entitled:                                                                            
                                                                                                                                
     "An Act relating to the drinking age for a person who is an active                                                         
     member of the armed forces of the United States or an active                                                               
     member of the Alaska National Guard; and relating to the age to                                                            
     possess tobacco for a person who is an active member of the                                                                
     armed forces of the United States or an active member of the
